Pastor Carter is a native of Washington, DC.  He graduated from the District of Columbia Public Schools.  He earned his Bachelor of Science degree in psychology from American University and a Master of Divinity degree from Howard University School of Religion.  He did advanced studies in public administration, pastoral care, and public health.  He earned his Doctor of Ministry degree from
Howard University.

Pastor Carter has a rich background in pastoral care, community ministry, and program administration.

Pastor Carter constantly seeks to expand the kingdom of God through innovation, pastoral care, youth outreach, Christian evangelism, missions, administration, community development, church renewal, Christian education, and spiritual life formation.
